The Ambassador in Argentina (Armour) to the Secretary of State

1405. Gache12 informs me his Government has decided to withdraw its Mission from Vichy which will probably be done at an early date. They would then he said, probably be prepared to establish diplomatic relations with the French National Council of Liberation but this would depend upon a settlement of the differences between Giraud and de Gaulle.13

Once such relations are established, this would seem to offer favorable opportunity to work out some agreement regarding French ships.
