293. Your 315, May 5. Department welcomes your promptness in beginning the preliminary conversations. The Department’s only suggestion at this time is that too great emphasis by you on the adviser question may create the impression that our suggestion of general discussions was merely to accomplish the specific end of support for the advisers. The Department hopes that during the discussions the British or Russians, preferably the latter, will offer suggestions for implementing the program of assistance to Iran, and that these suggestions will include more equitable financial agreements with Iran and better facilities for Iranian officials, including the American advisers, to operate throughout the country.

The purpose of the discussions is to bring about genuine and effective American-Soviet-British cooperation in Iran. You should repeatedly emphasize this desire on the part of the United States.

Department is sending you by airmail copies of memoranda of conversations bearing on Iran which took place in London between officers of the Department and British officials.

Please repeat your telegrams on this subject to Moscow and London.
