3743. Delsec 761. For the President from the Secretary. Reurtel Secdel 546.27 The British are disappointed and do not like our action [Page 675] but the purpose of my message 371228 was to let you know that if you declined to agree to the proposals it would not embarrass me. Yesterday I advised Wise and Goldmann that my opinion was, in the absence of agreement the British will not agree to the immigration of 100,000 or any part of it, and that they could not look to you to bring about such immigration because there was no way you could force Britain to act. I think it would be wise for the present not to make public any further demand about the 100,000 in order to avoid newspaper conflict with Attlee.
