The Ambassador in Argentina (Messersmith) to the Secretary of State

secret

552. Foreign Minister informed me May 6 Ivanissevich leaving by air May 9. Ivanissevich called this morning to say good-bye stating leaving morning May 9, spending 2 days Lima with family, arriving Washington May 14 or 15.

Ivanissevich stated will lunch President today to receive final instructions, and sees Bramuglia tonight same purpose. Foreign Minister has informed me Ivanissevich will carry message from President Perón to President Truman and will ask to see you soon as possible after arrival.

Argentine Government, as stated my letters April 3, 11, 18, 25 to Acheson,47 is deeply appreciative and understanding of important message from President Truman. It has wished to convey reply through Ivanissevich on his return and in meantime has been continuing its all-out efforts to apprehend remaining aliens. President Perón and highest officials Argentine Government have constantly reiterated their desire to deport all these people whom they wish to get rid of as much as we. They also understand how important it is from our point of view that they get all possible. Concerning this there is no doubt for I should reiterate we are familiar with broad measures Government has been taking and with their concern that efforts last few weeks have not brought greater results.

Foreign Minister informed me May 6 they have delayed actual deportation those apprehended since last deportation of 13 in order to get as many as possible before sending out ship, departure of which is imminent. With reference to concern over delay which you express, I can assure you that delay is due only to Argentine Government’s desire to get every one possible as it considers this most important.

For reasons mentioned my letters and reports have not asked for names of 10 or 11 ready deportation but understand include Harnisch and other major individuals. Will secure list those actually arrested and awaiting deportation today and will telegraph.
