140. Editorial Note

On March 27, 1978, President Jimmy Carter issued Executive Order 12048, which established the International Communication Agency effective April 1. The United States Information Agency and the Department of State’s Bureau of Educational and Cultural Affairs were consolidated to create the new agency.
