Mr. Secretary: I have the honor to acknowledge the receipt of your very kind note dated the 1st instant and referring to that of May 26 last from the Legation. I am informed thereby that President Wilson has designated Mr. Charles M. Johnston as Financial Expert, in accordance with the said note of May 26.

With regard to the interpretation put by the Department on the phrase “to conserve and put into execution the original agreement of increasing the revenues,” it is proper to declare that the Dominican Government’s understanding is that the financial expert may devise and put into operation additional measures for increasing the revenues, but that those measures can not be put into execution without the sanction of the Dominican authorities in cases where that sanction is required by our Constitution and laws.
