Minister Smith to the Secretary of State.

Consul Livingston reports that he has trustworthy information that Desiderio Arias has secured in New York City one million cartridges and is endeavoring to have them passed through Haiti. He has a scheme for getting the Government of the United States to accept a junta, partly recommended by himself, as a provisional government to conduct elections. During the delay he will order three million cartridges from Europe and when received will revolt.

Inspector of Customs Norris in the Dominican Republic reports to the Legation that armed conflict is imminent on border with Dominicans attempting to bring in arms from Haiti for Vidal. He says he is outnumbered but will resist them. He is unable to communicate with Receiver General in Santo Domingo City.
