1035. Following from American Consul General at Harbin:
“December 2, 11 a.m.
- 1.
- Group of Tokyo foreign military attachés in uniform, including American, arrived at Harbin at 8 a.m. and left for Tsitsihar at 3 p.m. yesterday escorted by Japanese military.
- 2.
- Local Chinese authorities disappointed that they were given no opportunity by the Japanese escort to expound their views to attachés.”
